How Luxembourgish healthcare actually works for newcomers — affiliation, the GP gatekeeper and getting reimbursed.

Luxembourg's healthcare is excellent and — once you're in the system — straightforward. Getting into the system is the part nobody explains. Here it is.
The Caisse Nationale de Santé is the public health insurer. Employees are affiliated through their employer; everyone else (students, accompanying family, freelancers) affiliates directly. You need your national ID number (matricule) — issued when you register at the commune — so this always follows declaration.
Your GP is the gatekeeper: see them first and referrals to specialists are smoother and better reimbursed. Ask colleagues or your commune for English-, French- or German-speaking doctors near you, and register before you're sick.
Doctors usually bill you directly; you pay, send the receipt (mémoire d'honoraires) to the CNS, and get most of it back. Keep every receipt — photograph them into your Moien document wallet the same day so nothing gets lost.
Your plan orders all of this — commune first, then CNS, then GP — with document checklists per step. Get your plan in two minutes.
Moienapp turns this guide into steps with your commune, your documents and reminders before each deadline.
